Issue: On certain vehicles, covers were not installed over the horizontal headlamp adjusters, and the vertical headlamp adjusters may not be accessible. As a result, the headlamps may be adjusted horizontally, and may not be adjusted vertically. Canadian regulations don't allow for horizontal headlamp adjustment unless the vehicle is equipped with a built-in aiming device, and require vertical headlamp adjusters to be accessible. Safety Risk: Headlamps that aren't properly adjusted could cause reduced visibility or glare for oncoming drivers, and increase the risk of a crash. An incorrectly installed spring may cause the loss of the park function when the vehicle’s gear selector is placed in the park (P) position, which can result in a vehicle rollaway. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 114, "Theft Protection and Rollaway Prevention."
