On certain trucks, the turbocharger compressor housings are metallurgically low in strength. Under operating conditions involving excessive engine spped, the turbocharger could overspeed and cause the compressor wheel to disintegrate. If this were to occur, the compressor housing might not contain teh disintegrating pieces. Flying pieces of debris could cause injuries to people in or nearby the vehicle.

This could result in vehicle crash without prior warning. Also, the governor lionkage lock may loosen and prevent the engine from being turned off. If the lock separates from the linkage, other governor components could be damaged which could result in loss of throttle control with the possibility of vehicle crash without prior warning.
